Slowing down on changing speed limits — supes hear proposal to raise Philo speed limit
CalTrans’ traffic engineer says 30mph in Philo makes the zone an unenforceable speed trap, but residents of Philo protested, demanding a slower speed. At the end of a heated discussion, the board decided to request traffic calming measures.
