UKIAH, CA., 11/26/25 – Four people were arrested by Ukiah police on allegations of drug dealing after an investigation into suspected narcotics sales sites, the department said Wednesday.  

On Nov. 18, detectives in Ukiah began an investigation into sales of fentanyl and methamphetamine in the area. Investigators believed that drugs were being sold out of three locations in the city, and search warrants were issued for each.  

During the first search, officers made contact with Rolando Ruiz, 37, who was at the residence but did not live there, the department said. Ruiz was allegedly found with fentanyl and had multiple prior drug convictions. After his arrest, police allege they found more fentanyl on his person, along with plastic baggies and a significant amount of cash. He was booked into jail on suspicion of drug possession, sales, and being in possession of drugs with two or more previous possession convictions.  

Several other people at this location were cited and released for drug possession.  

At the second location, investigators went to a residence in downtown Ukiah and gave a “knock and notice” on the front door, but got no answer.  

“After several minutes of waiting and continuing to announce their presence, the detectives suspected that the suspect was actively destroying evidence,” the department said.  

Officers forced their way into the home and allegedly saw “substantial” evidence of narcotics sales, as well as alleged evidence that the resident, Michael Lamun, 39, a convicted sex offender, had been actively flushing fentanyl down the toilet.  

Detectives allege they also found methamphetamine, Xanax pills, lots of cash and “numerous other evidentiary items of drug sales.”  

Lamun was booked into jail on suspicion of drug dealing plus being a sex offender in possession of drugs.  

Later that night, detectives focused on a third location, which was a hotel room suspected of being a hot spot for drug dealing. Officers saw Ukiah resident Joseph Jensen, 38, leave the room and get in a car, and a traffic stop was initiated. At the same time, detectives made contact with Alannah Biancardi, 33, as she exited the room.  

A search of the hotel room allegedly uncovered fentanyl, evidence of drug sales, and firearms. A search of Jensen’s vehicle allegedly uncovered fentanyl packaged for sales.

Both were arrested on suspicion of drug dealing and conspiracy to commit a crime.

  1. That sawed off shotgun is a federal NFA violation. Whoever had it in their possession should be turned over to the feds to face the ten year federal prison sentence.
