UKIAH, CA., 8/18/26 — On Wednesday, the Ukiah City Council will consider appointing a new city attorney after the current one recently announced his retirement.
Darcy Vaughn, current assistant city attorney, is being proposed to replace current City Attorney David Rapport, city staff said in a report on Wednesday’s council agenda. The council will also consider whether to make the city attorney a city employee position rather than a contractor. The city has received legal services for decades through an agreement with Rapport and his law firm.
Vaughn has served as the assistant city attorney since 2016, according to the staff report, which notes she was selected through an evaluation process because of her extensive institutional knowledge and strong working relationships.
“I’m honored to have the opportunity to work for Ukiah as city attorney,” Vaughn said in an email to The Mendocino Voice. “Serving the public as assistant city attorney in the community where I was born and raised has been incredibly meaningful. I have been very lucky to be mentored by City Attorney David Rapport, who has modeled how to serve with integrity, diligence and a deep respect for the role of local government.”
