UKIAH, CA., 4/15/25 – The Ukiah City Council will consider a proposal to start the process of annexing two areas adjacent to the city during its regular meeting on Wednesday.  

City staff will propose annexing all of Willow, located south of the city, and a large portion of Millview, north of the city.  

The Pinoleville Rancheria, which is located in Millview, would not be included in the annexation.  

The city will also consider reorganizing part of the Ukiah Valley Sanitation District.

Annexation will allow Willow and Millview residents to vote in city elections and serve on the city council and commissions.  

Annexed areas will be able to receive government services such as services from the Ukiah Police Department, code enforcement, and other services such as road and infrastructure maintenance.  

Residents in the annexed areas will also pay city taxes.  

This possible annexation comes on the heels of the city’s recent annexation of the Western Hills area in November.  

If the city council approves the staff’s recommendations, staff will begin the process of preparing an application for submission to the Mendocino County Local Agency Formation Commission later this year.  

The Ukiah City Council meeting takes place Wednesday at 5:15 p.m. at 300 Seminary Ave.

  1. What are other steps? Would property owners in potentially annexed areas get any opportunity (by vote, since we have no voter representation on the city council) to be heard following the meeting today?

  2. We have no voter representation within the city council (those who reside in areas to be annexed). Do we have any say in this? Will district lines be redrawn, considering those who live in the 5th district are largely ignored by supervisors like Ted Williams because we aren’t on the coast.

  3. This seems like a good idea because larger cities attract more businesses. For example the company I work for has minimum population to expand medical services to an area.
